TDLR Project Registration

HOW TO REGISTER A PROJECT WITH THE TEXAS DEPT. OF LICENSING AND REGULATION

ONLY FOLLOW THESE INSTRUCTIONS IF YOU ARE SUBMITTING YOUR PROJECT TO TEXAS ACCESS.
IF YOU ARE NOT GOING TO SUBMIT YOUR PROJECT TO TEXAS ACCESS, THEN DO NOT ENTER THE RAS NUMBER BELOW DURING THE REGISTRATION OF THE PROJECT.

PLEASE! Read these instructions before registering your project with the TDLR!

You must register your project with the TDLR where the cost of construction is equal to or greater than $50,000.00. At the end of the project registration process, and payment of the $175 state project filing fee, you will print out the resulting receipt with the state assigned TABS number and present that to the local building department for permitting purposes.

Note: The $175 state project filing fee is NOT the plan review fee. There is a separate plan review fee that must be paid.

There are two options for registering projects with the Texas Dept. of Licensing and Regulation:

(1) You may register the project yourself at the new Texas Architectural Barriers Online System (TABS) site. However, If you choose to register the project online, be sure to enter the following RAS number: 19

Note: When using TABS for the first time you will be required to register as a NEW USER. You cannot use the old log in information from the old project registration site.

(a) Please ensure that you are entering accurate information. Do not guess! The PDF version of the project registration form and the online registration form ask for the same information, so a good practice is to download the project registration form, and acquire the information on the form before registering online with TABS.

(b) When registering a project with the TDLR you should upload all drawings and specifications in PDF format. Again, you should upload your drawings and specifications in PDF format to the tabs site. No other format than PDF is acceptable. Please contact us if you do not have drawings in PDF format. Note that drawings may be scanned at an office supply center such as FedEx office (formerly Kinko's).

IMPORTANT: If you do not upload the drawings and forms during project registration you will not have another opportunity to do so. The TDLR only permits the upload of drawings and forms DURING project registration. If you log out of TABS and then log back in, there will not be an option to upload. In that case you must email the drawings and forms to us or send a direct download link to Submittals@TexasAccess.com. So please try to have the drawings and the completed Proof of Submission Form in PDF format ready to upload during project registration with TABS.

If you encounter any problems uploading the construction drawings or forms to the TABS system please email (preferred), mail, or have couriered one copy of the construction drawings and forms to the address at the bottom of the Plan Review Submittal Checklist. Construction drawings and forms in PDF format ONLY may be emailed to: Submittals@TexasAccess.com

Note: During project registration DO NOT record the tenant as the building or facility owner (person or entity that holds title to property). You MUST enter the property owner/landlord information and not any tenant or lessee information, in lieu of.

(2) Or you may fully hand complete a paper Architectural Barriers Project Registration Form and email it to us along with the $175 state project filing fee. You will be notified of the assigned TABS number once the payment is processed and the project is registered.

Important: Projects that are located on separate physical sites (such as multiple projects under a single bond program), or projects having separate physical addresses, must be registered, reviewed, and inspected separately, per TDLR.
